The only bank that I know that takes Discover - for cash advance - is CitiBanamex. I have one and was able to take cash out. I cant paste the site but open Google and search for a ¨discover card in Mexico¨ select the 2nd page that starts with INTERNATIONAL and it will tell you what bank and stores accept it. @Jmanthetravelman i called Discover and they don't know that but googled it and found link above 2 days before went.
