The Federal Emergency Management Agency (FEMA) is calling an audible as hurricane season gets underway, scrapping a new plan from its new leader and reverting to the same playbook as last year.

As President Trump remakes the agency, former officials say the changes could leave states without key federal support after disasters.

The National Oceanographic and Atmospheric Administration (NOAA) forecast last week that this year's hurricane season, which began Sunday and runs through November, would be above average, with up to 10 hurricanes.
