India's Prime Minister Narendra Modi says the gunmen behind a terrorist attack on tourists in the Kashmir region "will not be spared!"

Relations between India and Pakistan are cratering following a deadly attack in the disputed Himalayan region of Jammu and Kashmir that left more than two dozen tourists dead.

Tensions between India and Pakistan escalated sharply Thursday, as the Pakistani government said it would consider it "an act of war" if India followed through on a threat to block the flow of crucial rivers as punishment for a deadly militant attack this week in Kashmir.
