An officer with the Jacksonville Sheriff's Office has been charged with incompetence after shooting a man with his own gun at a traffic stop.

The bullet accidentially fired by Officer Mindy Cardwell went through driver Jason Arrington’s upper thigh and exited at his inner leg.

JSO officers pulled over the driver on Dec. 13, saying he ran a red light, while the driver insisted it was yellow when he went through it, according to an internal affairs report. A male officer asked the driver if he had anything “crazy” in the car, and the man told him he had a gun on him, according to the report.

Emergency phone calls, including 911, were out of service Tuesday afternoon before being restored, the Jacksonville Sheriff's Office reported.

The governor will be joined by Sheriff T.K. Waters and Florida Dept. of Highway Safety and Motor Vehicles Executive Director Dave Kerner.
