In a major victory for Minnesota House Democrats Friday, the Minnesota Supreme Court ruled that 68 House members must be present for a quorum, which means the lower chamber has had no official proceedings during a Democratic boycott.

The Court said the Minnesota Constitution requires 68 members present to conduct business, one more than the GOP's 67 members holding sessions without the DFL.

The Minnesota Supreme Court sided with the DFL in a power struggle with Republicans that the chief justice said had left the state House of Representatives “completely dysfunctional.”
